PROBLEM TO BE SOLVED: To eliminate the use of a radio ID module by a person who has illegally acquired the radio ID module with high reliability. SOLUTION: Schedule information including ID unique to a user and a use time zone when the user is allowed to use the radio ID module is preliminarily stored. While an input from the input part is inhibited, radio communication with the radio ID module each of which is carried by a user, and which transmits the ID unique to the user, is performed. Then, the ID of the user that uses a time at the point clocked by a clocking means as the use time zone is acquired from the schedule information. Then, the user ID is verified with the ID received from the radio ID module. An input inhibition state is released under such conditions that the verified both IDs are matched with each other.
