PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents image density change and image quality degradation even if electrostatic charging characteristics of toner greatly changes due to long use, environmental change, or the like. SOLUTION: The image forming apparatus includes: an image carrier 101 that is supported rotatable; a latent image forming means 104 for forming a latent image on the image carrier 101; a developing means 102 for developing the latent image on the image carrier 101 to form a toner image; a line patch forming means for forming a plurality of line patch images on the image carrier 101 by the developing means 102; and an inter-line detecting means 109 for detecting a distance between lines from the line patch images 201 formed by the line patch forming means. The developing means 102 is of a fountain type and controls the number of rotations of each of developing rolls 1 and 2 based on the inter-line distance detected by the inter-line distance detecting means 109.
