PROBLEM TO BE SOLVED: To provide an organic electroluminescence (EL) element easy to manufacture, having an excellent light emitting characteristic and an excellent life characteristic, having high light taking-out efficiency, and having high light emission efficiency, and to provide a method for manufacturing the organic EL element, a lighting system, a surface light source, and a display. SOLUTION: This organic EL element includes the first transparent electrode that is either of a positive electrode or a negative electrode, the second electrode that is the other of the positive electrode and the negative electrode, a light emitting layer arranged between the first electrode and the second electrode, a metal-doped molybdenum oxide layer arranged between the positive electrode and the light emitting layer, and a film arranged in the outermost layer in a first electrode side with respect to the light emitting layer as a reference, a surface opposite to a light emitting layer side of the film is formed irregularly, a haze value of the film is 70% or more, and an over-all light transmittance of the film is 80% or more.
