PROBLEM TO BE SOLVED: To inhibit the deterioration of the responsiveness of an intake side VVT (Variable Valve Timing) mechanism when the intake side VVT mechanism and an exhaust side VVT mechanism are simultaneously operated. SOLUTION: A control means controlling a fluid quantity control means to keep valve characteristics at target valve characteristic values is constituted to keep a controlled variable changing valve characteristics of an exhaust side valve smaller than a controlled variable changing valve characteristics of an intake side valve. Consequently, an intake side valve operation mechanism and an exhaust side valve operation mechanism can be simultaneously operated without causing an increase of the drive resistance of a crankshaft and the enlargement of a fluid supply source, and the intake side valve operation mechanism can be controlled without deteriorating the responsiveness.
