<P>PROBLEM TO BE SOLVED: To provide a fixing device that shortens a warming-up time and prevents non-uniform temperature of a fixing belt in the direction of the width of the belt, thereby obtaining stable fixability, and to provide an image forming apparatus that has the same. Ž<P>SOLUTION: The fixing device 7 includes a fixing belt 21, a fixing heater 23, a pressure roller 25, and a reflector 27. The reflector 27 includes: a support part 27a disposed substantially vertically; an abutting part 27b disposed into contact with the pressure roller 25 with the fixing belt 21 between them; and an illumination regulating part 27b by which time for which light is radiated from the fixing heater 23 to the fixing belt 21 is varied in the direction of the width of the belt.
