<P>PROBLEM TO BE SOLVED: To reduce radiation from radioactive waste and minimize the volume of it. Ž<P>SOLUTION: After the radioactive waste is burned/dissolved or gasified at 1,500°C or higher and carbon powder, lead powder, dysprosium powder or titanium oxide/bismuth hybridized powder are used as an absorption and leakage inhibitor for the gamma rays and gadolinium, hafnium, rhodium and the like are used as an absorption and leakage inhibitor for the neutron beam to mix and stir the treated powder or dissolution of the radioactive waste obtained in the previous process; the radioactive waste is compressed to reduce the volume of it and is encapsulated in storage canisters or drums in order to prevent radiation from leaking outside and maintain the safety to human bodies by absorbing gamma rays and a neutron beam from the radioactive waste, especially. In some cases, each powder and the treated waste are mixed and stirred by using a titanium oxide solubilization liquid in order to bond the former with the latter in the compression.
