PROBLEM TO BE SOLVED: To provide a measuring instrument for a heating value and an exhaust gas, capable of measuring a heating value during combustion of emulsion fuel with high precision and efficiency, and concurrently measuring NOx concentration and SOx concentration of the exhaust gas. SOLUTION: A heat chamber 10 to which a burner 1 connected to a fuel supply part 4 is fitted is provided to be movable relative to a combustion generation exhaust system 20 and a measurement system 30.
