PROBLEM TO BE SOLVED: To provide a method for halogenating a pyrazinecarboxamide derivative that does not require the use of an environmentally problematic solvent, does not generate harmful gases and the like and can be practiced safely, simply and economically on an industrial scale. SOLUTION: A 1,3-dihalo-5,5-dimethylhydantoin compound is caused to react with a 3-hydroxy-2-carboxamide derivative to give the halopyrazinecarboxamide compound represented by formula (3).
