<P>PROBLEM TO BE SOLVED: To provide a communications device capable of transmitting serial data at a transfer rate higher than that of an existing data receiver, without having to change the circuit configuration of the existing data receiver, even if it is newly added to an existing communications system, and to provide a communications system provided with the device. Ž<P>SOLUTION: The communications device for receiving the serial data including a header part and a data part to be transmitted in synchronism with different clocks includes: a header-processing part for receiving and processing the header part, in synchronism with a prescribed clock input from the outside; a clock multiplication part for multiplying the frequency of the prescribed clock; and a data processing part for receiving and processing the data part in synchronism with a multiplied clock of which the frequency is multiplied by the clock multiplying part.
