<P>PROBLEM TO BE SOLVED: To provide a flexible organic EL panel having high barrier performance, high luminance and excellent productivity. Ž<P>SOLUTION: This organic EL panel is formed by laminating a first electrode, a function layer 4, which includes at least an organic light emitting layer, and a second electrode 5 in order on a flexible base 1. A first oxide film 2 having high resistance and a second oxide film 3 as the first electrode having resistance lower than that of the first oxide film 2 are laminated between the base 1 and the function layer 4. The first and the second oxide films 2 and 3 are formed from the same material, and they are different in content of oxygen from each other.
