PROBLEM TO BE SOLVED: To provide a plasma display panel having high-definition and high-brightness displaying performance and low power consumption. SOLUTION: The PDP includes a front plate 2 having a dielectric layer 8 formed to cover a display electrode 6 formed on a front glass substrate 3 and a protective layer 9 formed on the dielectric layer 8, and a back plate opposed to the front plate 2. The protective layer 9 has a base film 91 formed on the dielectric layer 8, and agglomerated particles 92 that a plurality of magnesium oxide crystal particles 92a are agglomerated, deposited on the base film 91. The base film 91 is formed of metal oxide consisting of at least two oxides selected from magnesium oxide, calcium oxide, strontium oxide and barium oxide. In X-ray diffraction analysis on the face of the base film 91, the metal oxide has a peak existing between a minimum diffraction angle and a maximum diffraction angle produced by an oxide unit as part of the metal oxide in a specified orientation plane.
