A moving picture processing means (8) performs decoding at a normal frame rate when the brightness control state of brightness control unit (5) is full lighting and performs decoding at a low frame rate when the brightness control state of the brightness control unit (5) is low lighting. A display control unit (9) displays the moving picture data decoded by the moving picture processing means (8).</p>
