<P>PROBLEM TO BE SOLVED: To provide an access control method in which access to a server device is controlled by performing lottery processing beforehand, thereby reducing network congestion and a load on the server device. <P>SOLUTION: The server device transmits a token to a node device specified from a randomly generated node ID, and a client device adds client information to the received token.
