PROBLEM TO BE SOLVED: To provide a toner for developing an electrostatic charge image capable of achieving low-temperature fixation and, moreover, obtaining high heat resistance stability without causing hindrance due to document offset phenomenon such as tacking with respect to the formed softened fixation image. SOLUTION: The toner is composed of toner particle having a core-shell structure comprising: a core particle containing binder resin and a colorant, an intermediate shell layer with which the outer circumferential surface of the core particle is covered; and an outer shell layer with which the outer circumferential surface of the intermediate shell layer is covered, wherein the intermediate shell layer is made of a softened toner stabilizing resin.
