PURPOSE: An apparatus for managing an Internet service quality and a method thereof are provided to measure the service quality for the whole Wibro service through an Internet service quality management device in order to figure out the deterioration in the quality. CONSTITUTION: A data collecting unit(810) collects plural kinds of performance data for the quality of a wireless access service from a third management device. A performance index analysis unit(830) indexes the plural performance data as performance index, and inserts a critical value exceed flag according to each critical value for plural performance indexes. A quality index analysis unit(840) generates the quality indexes.
