<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a solid electrolytic capacitor capable of having ESR extremely lower than that of the conventional art and having excellent heat resistance. Ž<P>SOLUTION: The solid electrolytic capacitor is manufactured by the steps of: forming a conductive polymer layer (A) on a metal having a valve action on which a dielectric oxide film is formed; preparing an electrolyte solution for polymerizing conductive polymers, including a solvent in which conductive polymeric monomers, a supporting electrolyte and transition metal ions are contained; and forming a conductive polymer layer (B) by means of electrolytic polymerization.
