<P>PROBLEM TO BE SOLVED: To provide a free electron supply device which generates negative charge on the skin surface, neutralizes positive charge generated on the skin surface by means of the negative charge, reduces blood flow supplied to such a part for neutralizing the positive charge, and thus prevents blood congestion due to increase in blood flow and alleviates various symptoms resulting from blood congestion. Ž<P>SOLUTION: Tendency to become charged is observed between various materials including the skin of a human. Paying attention to such a tendency, a material that becomes positively charged compared to the human skin is attached to the skin surface so as to generate a negative charge on the skin surface by the friction between the material and the skin. The material includes a base material 2 having a shape that extends along an arbitrary part of the human body and a hair implant layer 3 formed at least on one surface of the base material 2 that faces the arbitrary part of the human body.
