PROBLEM TO BE SOLVED: To appropriately enclose articles in a container with a specified filling factor by suitably specifying the filling factor of the container for enclosing the articles. SOLUTION: The container for enclosing a plurality of articles is conveyed by a conveying means between a receiving section K for receiving the loan and return of the articles, and a shelf for storing a plurality of containers. When the filling factor of the articles is specified to instruct the carry-out of the articles by instructing means U1, U2 provided at the receiving section K, a management means P for managing the loan and return of the articles by putting the conveying means in conveying operation while managing the storage position of each container stored on the shelf, controls the conveying operation of the conveying means to convey the container whose article filling factor is the specified filling factor, to the receiving section K.
