The device (1) has a blocking device (2) with blocking elements (21, 22), which are movable against each other such that an opening width of the blocking device is determined. An eccentric cam (3) moves one of the blocking elements and is actuated by external force. A drive (31) of the eccentric cam is supported at one of the blocking elements, and the eccentric cam is guided into an eccentric cam-guide (32) of the other blocking element. A heating device is provided in the blocking elements. The heating device is made of plastic and is designed as an electrical resistor i.e. heating wire.
