<P>PROBLEM TO BE SOLVED: To provide an adequate service by identifying whether a user has identification information or not. <P>SOLUTION: The user is identified by a user ID to be transmitted from a transmitter 2 carried by the user, and also a person detecting part 3 detects presence of the user. Consequently, when the user ID is not acquired within a fixed time, it is determined that the detected user has no ID.
