Access control for a Random Access Channel

A method and apparatus for controlling access to a communications channel is disclosed. At least one parameter associated with the communications channel is provided for the apparatus. A numerical value is selected, where after a delay parameter can be determined based on the at least one parameter and the numerical value. Timing of the start of transmission through the communications channel is then controlled according to the delay parameter.
