<P>PROBLEM TO BE SOLVED: To obtain desired product quality and work efficiency of a fixed level or higher in a combination balance, selecting a specific combination where a combined weight value is within an allowable weight range preset with reference to a target weight value, particularly an optimum combination where a combination weight value is equal to or most approximate to the target weight value by variously combining weight values of individual articles formed of one or small number of individuals. Ž<P>SOLUTION: An average value Ea[k] of deviations to the target weight value of combination weight values of the optimum combination and a selection probability P[k] that is what is the probability of selecting the optimum combination are obtained by each of preset two or more virtual upper limit weight values Wu[k]. According to the virtual deviation average value Ea[k] and virtual selection probability P[k] by each virtual upper limit weight value Wu[k], an actual upper limit weight value Wu is automatically updated so that an actual deviation average value Ea follows the target deviation Et and an actual selection probability P is kept to a minimum selection probability Pmin or more.
