PROBLEM TO BE SOLVED: To detect a power supply abnormality of an access gateway device at a degree that a power fuse is not blown out at an early stage. SOLUTION: A power supply abnormality detection part 12 of a server 11 preliminarily knows stationary current of the access gateway device 1, DC supply current when off-hook of a telephone set of one subscriber is performed, and supply voltage of a DC power supply 9, and thus calculates electrical energy Pc of the access gateway device 1 in normal time using the number of off-hooks (traffic density) n from a traffic density monitoring part 3 which the server 11 receives via a network 10. In addition, the power supply abnormality detection part 12 performs comparison determination between electrical energy Pm from an electrical energy meter 8 which the server 11 receives via the network 10 and the calculated electrical energy Pc to detect whether or not the power supply abnormality at the degree that the power fuse is not blown out is generated in the access gateway device 1.
