PROBLEM TO BE SOLVED: To provide a sheet heating element improved in accuracy in detecting occupants. SOLUTION: A heating element 7 and a detection wire 8 are disposed on a surface of a base material 6 while being sewn with an upper thread and a lower thread, the heating element 7 is disposed on the base material 6 roughly evenly, Meanwhile, the detection wire 8 is intensively disposed at a central section of the base material 6. By unevenly arranging the detection wire for detecting the occupants, and disposing the detection wire for detecting the occupants efficiently and intensively on a necessary part, the accuracy in detection can be improved, the usage of the detection wire for detecting the occupants can be reduced, the sheet heating element can be miniaturized, and its weight can be reduced.
