PROBLEM TO BE SOLVED: To provide a surface-treated Zn-based plated steel plate capable of sufficiently making a coating film adhere thereto under a high-temperature and humidity condition, and having excellent corrosion resistance. SOLUTION: The surface-treated Zn-based plated steel plate is manufactured via (1) a step of generating plasma steam in the atmosphere where the steam concentration is≥2.0 g/m<SP>3</SP>and which is under the atmospheric pressure, and (2) a step of bringing the plasma steam into contact with the surface of the Zn-based plated steel plate.
