<P>PROBLEM TO BE SOLVED: To provide a method for producing oxygen-deficient titania that exhibits high photoactivity, wherein the titania of an anatase type exhibits high photoactivity when receiving ultraviolet light and the titania of a rutile type exhibits high photoactivity when receiving not only ultraviolet light but also visible light, and that has 1:1.2 to 1:1.9 ratio of titanium to oxygen and hydrophilicity or to provide a method for producing powder of the oxygen-deficient titania exhibiting high photoactivity. Ž<P>SOLUTION: The oxygen-deficient titania exhibiting high photoactivity or the powder of the oxygen-deficient titania exhibiting high photoactivity is produced by using a liquid composition containing alkyl ammonium salt of an anionic titanium complex, using a molecular precursor method and using an extremely simple method comprising only a heat treatment step. The produced anatase type titania has high photoactivity when receiving ultraviolet light and hydrophilicity and the produced rutile type titania has high photoactivity when receiving not only ultraviolet light but also visible light and hydrophilicity.
