PURPOSE: A milling cutter for forming a plurality of convex and concave portions on the surface of a flat member are provided to improve cutting efficiency by reducing rubbing when the surface of the flat member is cut. CONSTITUTION: A milling cutter(100) for forming a plurality of convex and concave portions on the surface of a flat member comprises a body(110) and cutting tools(120,120a,120b). The rotary shaft driven with the drive motor is inserted into a shaft combining hole(112). The body is rotated with the rotary shaft. The cutting tools are positioned in parallel to the columnar direction of the body at fixed intervals. The cutting parts(122a,122b) are attached on the upper end of the cutting tools at fixed intervals along the longitudinal direction.
