<P>PROBLEM TO BE SOLVED: To provide a stamper 1 sectioning re-mailed mails into the mails of which recipient has removed and other mails, and making works of inquiring the new address for the paper sheets efficient as a result. Ž<P>SOLUTION: In the stamper 1 stamping paper sheets, address information written in characters to the images of the paper sheets is recognized, bar codes showing the address information printed on the paper sheets are recognized, the paper sheets are sectioned as ones of which recipient has removed when the recognition result of the address information by character recognition coincides with the recognition result of the address information shown by the bar-codes. When the recognition result of the address information shown by character recognition does not coincide with the recognition result of the address information shown by the bar-codes, the paper sheets are separated from the paper sheets of which recipient has removed, since the possibility of error in the bar codes is high.
