<P>PROBLEM TO BE SOLVED: To provide a system capable of efficiently and selectively recovering valuables and of being easily applied to existing wastewater treatment. Ž<P>SOLUTION: The system includes: a functional powder injecting device 16 for injecting a functional powder; a functional powder recovering device 17 for recovering the functional powder having adsorbed the valuables in wastewater; a valuables recovering device 18 for recovering the valuables adsorbed by the functional powder; and a functional powder controlling device 10a provided with an injection rate data memory 102 for storing injection rate data 102a correlating the quality of the wastewater with the injection rate of the functional powder to be injected thereto, an injection rate reading means 101a for reading from the injection rate data an injection rate correlating with the input quality of the wastewater flowing in from the water source, and a calculation means 101b for calculating the amount of the functional powder to be injected by cumulating the product of the injection rate read by the injection rate reading means and the amount of the wastewater flowing in from the wastewater source and for outputting the amount to be injected to the functional powder injecting device 16.
