PROBLEM TO BE SOLVED: To securely prevent occurrence of image memory in the case of adopting a hybrid development. SOLUTION: The developing device 34 that visualizes an electrostatic latent image on an electrostatic latent image carrier 12 by use of developer containing toner and carrier is equipped with: a developer carrier 54 that bears developer; a toner carrier 48 that is disposed opposite the developer carrier 54 via a supply recovery area 88 and also facing the electrostatic latent image carrier 12 via a development area 96 and that bears toner, which is supplied from the developer carrier 54, in the supply recovery area 88; and an electric field generating means 110 that generates a first alternating electric field between the developer carrier 54 and toner carrier 48 in order to supply and recover toner therebetween, and that also generates a second alternating electric field between the toner carrier 48 and the electrostatic latent image carrier 12 in order to transfer toner from the toner carrier 48 to the electrostatic latent image carrier 12.
