<P>PROBLEM TO BE SOLVED: To provide a traffic information generation system, a traffic information generation device, an information collection device and a traffic jam degree generation method, allowing high-accuracy generation of traffic jam data. Ž<P>SOLUTION: In this traffic information generation system, an on-vehicle machine 10 acquires and holds travel information inside a road section passed by one's own vehicle, acquires and holds presence of a forward vehicle and a rearward vehicle in the road section as forward/rearward vehicle information, generates probe data based on the held travel information and forward/rearward vehicle information, and transmits them to the traffic information generation device 20. The traffic information generation device 20 decides a traffic jam degree of the road section passed by a probe car 1 loaded with the on-vehicle machine 10 based on the travel information included in the probe data transmitted from the on-vehicle machine 10, and corrects the decided traffic jam degree based on the forward/rearward vehicle information included in the probe data.
