PROBLEM TO BE SOLVED: To provide a flexible optical waveguide that can be highly accurately mounted on a submount of an optical transmitter/receiver, and to provide a flexible optoelectric hybrid substrate in which an optical element can be highly accurately mounted on the electric wiring side of the substrate. SOLUTION: The flexible optical waveguide includes on a substrate a core in which light propagates, a small cladding which surrounds the core and has a refractive index smaller than that of the core, and a 45°mirror which is formed at least in one end in the light propagation direction. In the end having the 45°mirror, there is installed a cladding extension part having a smaller cross section than the cladding between the end of the cladding and the 45°mirror, wherein a region (except the cladding extension part) from the end of the cladding to the 45°mirror is formed from the same material as the core. The flexible optoelectric hybrid substrate, in the flexible optical waveguide, has an electric wiring on the backside of the substrate, with the optical element mounted on the electric wiring side of the substrate at the position of the 45°mirror.
