<P>PROBLEM TO BE SOLVED: To provide a communication system that achieves improvement in communication quality while allowing a user to utilize services provided by a carrier. Ž<P>SOLUTION: A management server 200 includes: a telephone-number-table storing part 202 for storing contract telephone numbers for each carrier; a request receiving part 210 for receiving a call request, including a telephone number of a user cellular phone 100, carrier information, and a telephone number of a call-destination telephone 180, from the user cellular phone; and a selection part 214 that refers to the telephone-number-table storing part 202 so as to acquire a contract telephone number corresponding to the carrier information. A SIP corresponding server 250 includes: a first connection part 252 for opening a first line by originating a call to the telephone number of the user cellular phone 100 by the acquired contract telephone number; a second connection part 254 for opening a second line by originating a call to the telephone number of the call-destination telephone 180 by a prescribed contract telephone number; and a line connection part 256 for connecting the first line and the second line to each other so as to make the user cellular phone 100 and the call-destination telephone 180 into a speech state.
