<P>PROBLEM TO BE SOLVED: To properly detect and notify failure affecting a battery service life. Ž<P>SOLUTION: A control part 1 measures a cumulative time wherein alarm sound is ringed from a ringing means 3 by a built-in timer, and predicts a service life time left until residual capacity of a battery becomes a threshold value or below based on the cumulative time. When the service life of the battery becomes short due to the failure of a component, a lapsed time counted by a count means (the control part 1) becomes shorter than the service life time predicted by a service life prediction means (the control part 1) at a time point when the residual capacity of the battery measured by a measurement means (the control part 1) becomes the threshold value or below. In such a case, because the control part 1 decides that the fire alarm has the failure to ring failure notification sound from the ringing means 3, the failure affecting the battery service life can be properly detected and notified.
