<P>PROBLEM TO BE SOLVED: To improve operation stability under a low-temperature environment, watertightness stability under a high temperature environment, and assembling easiness at a low cost by a simple constitution. Ž<P>SOLUTION: A first seal member 31 for sealing a fixed frame 41 and a first rotary cylinder 42 comprises a member having elasticity and a magnetic force, and a first cylindrical member 21 and a second cylindrical member 22 comprise members having magnetic forces. The first cylindrical member 21 adheres, in one body, to the outer peripheral portion in the vicinity of an end of the fixed frame 41, and also has the end protruded and a tip bent inward to form a fixation portion 21a in an annular groove shape which is opened to an inner peripheral surface side between the bent portion and the end of the fixed frame 41. The second cylindrical member 22 adheres, in one body, to the outer peripheral portion of the first rotary cylinder 42 at a position corresponding to the fixation portion 21a. The first seal member 31 has its outer peripheral portion fit in the fixation portion 21a of the first cylindrical member 21, and its inner peripheral edge 31a provided in contact with the outer peripheral surface 22a of the second cylindrical member 22.
