<P>PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of giving occupants of a vehicle stable start feeling irrespective of normal start or restart of the internal combustion engine. Ž<P>SOLUTION: When start demand of the internal combustion engine is detected, a threshold PR<SB>1</SB>and fuel pressure P(t<SB>1</SB>) input from a fuel pressure sensor 14 are compared (step 160). If it is determined that P(t<SB>1</SB>)≤PR<SB>1</SB>is satisfied, a high pressure pump 18 is driven (step 180). If it is determined that P(t<SB>1</SB>)≤PR<SB>1</SB>is not satisfied, it is determined if start time counter is not less than a predetermined value C<SB>1</SB>(step 200). If it is determined that the start time counter is not greater than the predetermined value C<SB>1</SB>, fuel is injected from a fuel injection valve 10 (step 220). If it is determined that the start time counter is less than the predetermined value C<SB>1</SB>, the control device waits until the start time counter gets to the predetermined value C<SB>1</SB>or greater.
