<P>PROBLEM TO BE SOLVED: To provide a method and a device of measuring capacitance of electric double layer capacitor, wherein a capacitance value of the capacitance for use in charging and discharging is precisely grasped even during the operation of an apparatus. Ž<P>SOLUTION: The method of measuring capacitance of electric double layer capacitor measures the capacitance of an electric double layer capacitor including a first region allowing rapid charging and discharging and a second region having internal resistance larger than that of the first region. The method includes, in a steady state of charge transfer in the first region and the second region, a first step of rapidly charging or rapidly discharging the first region with a current of a prescribed pattern, a second step of measuring the amount of change of the charging voltage by the rapid charging and discharging of the first step; and a third step of deriving the capacitance of the first region on the basis of the current value in the rapid charging and discharging of the first step and the amount of change of the charging voltage measured by the second step.
