The device has a flywheel device and a clutch device connecting a flywheel to a motor generator. The flywheel device has a solid steel cylinder (1) integrated with top and bottom plates. The plates are edged with crown gears (2, 4), respectively. The clutch device has a sliding gear whose head (18) is formed with a ferritic steel round plate. The round plate descends in a concavity of one of the crown gears. A vertical magnet (5) and a ferromagnetic U shaped part have lower sides without ferromagnetic contact. The crown gears are made by molding of a non-magnetic material.
