PROBLEM TO BE SOLVED: To provide a PTC thermistor element which is thin and easy to attach and a method of manufacturing the same; and to provide a secondary battery cell which uses the PTC thermistor element and a method of manufacturing the same. SOLUTION: The PTC thermistor element includes two electrode members 12 and 13, an insulating spacer material 11c provided between the two electrode members 12 and 13 and defining the distance between the two electrode members 12 and 13, conductive particles 11a for securing conductivity between the two electrode members 12 and 13, and a thermistor layer 11 made of a matrix resin 11b, bonding the two electrode members 12 and 13 to each other and volume-expanding above prescribed temperature to increase the electric resistance value between the two electrode members 12 and 13, and having a thickness of ≤100 μm.
