PROBLEM TO BE SOLVED: To provide an apparatus for producing an aqueous dispersion that reduces a discharge amount of a waste product generated on production of the aqueous dispersion, and reduces an amount of a fresh organic solvent to be used, and to provide a method for producing an aqueous polyester resin dispersion. SOLUTION: This apparatus is equipped with: an aqueous dispersion production tank 10 for producing the aqueous dispersion; a composition detector 19 for detecting a composition of a distillate recovered in a process of desolvation from the dispersion production tank 10; distillate recovery tanks 30, 31 for separating and recovering the distillate corresponding to the composition of the distillate; and a distillate transfer line 33 for supplying the distillate stored in the distillate recovery tank 30 where a reusable distillate is stored to the dispersion production tank 10.
