<p><P>PROBLEM TO BE SOLVED: To enhance the drip-proofness of a motor and an electronic control device while suppressing an increase in size as much as possible and reducing assembly man-hours to a vehicle body. <P>SOLUTION: A motor for rotating a spool for winding a seat belt and an ECU therefor are united to compose a motor/ECU all-in-one unit 23. The motor/ECU all-in-one unit 23 is supported on a frame 8 just below the spool. In this case, the motor and the ECU 25 are accommodated in a unit case 24, and a case body 24a of the unit case 24 is flatly supported on a unit stay by a fixing tool 30 penetrating a supporting hole formed in the case body 24a.
