PROBLEM TO BE SOLVED: To provide a cooling device for a heating element container, which is capable of correctly driving a blower fan. SOLUTION: A controller 15 includes: a period determination means 18 which detects an edge of a received PWM signal to generate period information; a fundamental period determination means which generates fundamental period information from period information generated at the time of initial start; a period memory means 19 wherein the fundamental period information is stored; a period comparison means 20 which compares the period information with the fundamental period information to determine whether the received PWM signal is effective or not; a PWM signal determination means 21 which calculates a duty ratio from the received PWM signal in accordance with a determination result of the period comparison means 20; and an operation indicating means 22 which indicates operation of the blower fan on the basis of a signal of the PWM signal determination means 21.
