<P>PROBLEM TO BE SOLVED: To provide a monitoring device that monitors TSs while suppressing a rise in system cost as much as possible even when there is a time difference in input timing between systems or when the monitoring device is applied to an IP broadcasting system. Ž<P>SOLUTION: In a TS monitoring device 1, TS reception units 11 and 12 impart time to TS packets using PCR packets included in TSs of the respective systems, TS packet number counting units 13 and 14 count packets in units of packets, and a TS packet number comparison unit 15 compares the numbers of TS packets at the same time in the respective systems for each PID to determine whether identical TSs, namely, TSs which should be sent out are correctly sent out between the systems.
