<P>PROBLEM TO BE SOLVED: To provide an aseismatic structure and a building having improved freedom in a position of installation of an aseismatic member. Ž<P>SOLUTION: The aseismatic structure 10 is provided with stud members 60, 62, 64, 66. Vertical rigidity is imparted to the joint part of an upper horizontal member 18 of a reinforcing layer 14 with the stud members 60, 62. Vertical rigidity is imparted to the joint part of the lower horizontal member 20 of the reinforcing layer 14 with the stud members 64, 66. Thus, the upper horizontal member 18 of the reinforcing layer 14 and the upper horizontal member 70 of an upper layer 56 jointly resist the vertical force transmitted from the vertical flanges 38A, 38B of a corrugated steel plate 16, and the lower horizontal member 20 of the reinforcing layer 14 and a lower horizontal member 72 of a lower layer 58 jointly resist the vertical force. Consequently, the vertical deformation of the joint part of the upper horizontal member 18 and the lower horizontal member 20 of the reinforcing layer 14 is inhibited, and the aseismatic property that the corrugated steel plate 16 has by nature can be exerted.
