PROBLEM TO BE SOLVED: To prevent occurrence of fogging due to a neglect time, and to improve image quality. SOLUTION: The image forming apparatus includes: an image carrier; a charging member; a developer carrier; a developer supply member; a fixing device; a voltage setting part for setting a post-neglect image formation preparation voltage that is different from a standard image formation voltage, in accordance with the neglect time when the neglect time until the printing operation is restarted after ending the printing operation is equal to or exceeding a threshold; and a post-neglect image formation preparation processing means for idly rotating the image carrier for a predetermined idling time in the state where the post-neglect image formation preparation voltage is applied to the predetermined image forming element. The charging amount of the developer and the surface potential of the image carrier is kept in the satisfactory range, then, the fogging due to the neglect time is prevented.
