<P>PROBLEM TO BE SOLVED: To provide a variable capacity water pump and a cooling system in which control responsiveness is excellent during both acceleration and deceleration operations of a pump, thereby enabling to keep engine water temperature to be optimal. Ž<P>SOLUTION: A variable capacity water pump includes: a planetary gearing mechanism 6 having a first rotating element (a first gear G1 and an input member 60) for inputting engine rotation, a second rotating element for control (a second gear G2 and a carrier 61), and a third rotating element (a third gear G3 and an outputting member 62) for outputting rotations controlled by the second rotating element; an electric motor 4 for rotating the second rotating element; and a water pump (pumping mechanism or impeller 7) for circulating cooling water between an engine E and a radiator R by being rotationally driven by the third rotating element.
