<P>PROBLEM TO BE SOLVED: To provide a space debris removal method and its device descending a fine particle of the space debris existing in an earth low orbit of the cosmos space by the force of an electric field, making the fine particle rushing into an atmosphere and burning it. Ž<P>SOLUTION: The space debris removal method and its device enlarge a mesh-like charged body 5 becoming a mesh-like electrode 5e positively biased into a plasma existing in the earth low orbit 8 and charge the debris 1, i.e., the fine particle of 1 mm or less flying to a periphery of the mesh-like electrode 5e to negative by an electron e accelerated on the periphery of the mesh-like electrode 5e. In the method and the device, the debris 1 is decelerated by the force of the electric field of the mesh-like electrode 5e, the orbit of the debris 1 is descended, and the debris 1 is made rushing into the atmosphere 3 to be burned.
