<P>PROBLEM TO BE SOLVED: To generate a job control file with a processing attribute attached thereto. Ž<P>SOLUTION: When a filing algorithm function part 21 in a job management service function part 20 sets a pipe attribute in a job step in which a routing job step via another job step is set and changes the setting of the attribute of the job step in which the number of input files of the set job step is determined as a plurality of input files to file processing, only the job step having the plurality of input files is changed to the attribute of pipe processing to generate a job control file with attributes of the file processing and pipe processing attached thereto. A grouping algorithm function part 22 assigns a processing group number to the job step having the attribute to which the pipe processing is set and integrates a job step having a comparatively small processing group number into a job step having a comparatively large processing group number to generate a job control file considering the execution order of job steps.
