<p><P>PROBLEM TO BE SOLVED: To perform recording while effectively using a media capacity and to automatically perform digest playback during playback by changing a compression ratio and a video recording frame rate while maintaining the accuracy of digest detection. <P>SOLUTION: An importance designation loop of a step S3 is processing for video-recording a picked-up image with a frame rate and a compression ratio corresponding to importance designated by a user. When it is determined that an importance level designation event occurs, a frame rate and a compression ratio corresponding to an importance level are set in a step S33. The higher the importance level becomes, the higher the frame rate is made. The higher the importance level becomes, the lower the compression ratio is made. A signal is recorded in a recording medium 5 at the set frame rate and compression ratio.
