<P>PROBLEM TO BE SOLVED: To provide a multi-valued FSK (Frequency Shift Keying) modulation signal generating apparatus for generating continuous modulation signals by preventing reception efficiency from being reduced due to discontinuous signals that may be generated during frequency switching or signal transmission/reception. Ž<P>SOLUTION: The multi-value FSK modulation signal generating apparatus includes: a PN signal generator 2; a phase value table 15 for storing frequency/phase values of FSK modulation signals; a frequency table 17 with a sin table of phase values for one cycle stored therein; and a duplexed signal buffer 5 for storing and transmitting generated FSK modulation signals. The multi-value FSK modulation signal generating apparatus is configured to read phase values from the phase value table on the basis of PN signals, to calculate a latest phase value from among the read phase values, to continue FSK modulation signals during frequency switching by reading signals along the latest phase value from the frequency table, to suppress a blank caused by deviation between storage into the signal buffer and transmission or by the inversion of an order by alternately performing signal storage and transmission through the duplexed signal buffer, and to generate continuous FSK modulation signals.
